Is Chaos the Only Solution?

In open so ty is this idea that we can have order at a very large scale, as opposed to chaos. Is the idea that you want order is the chaos mondelsax. You either get expedential tech empowered autocracy and oppression, or expedient tech empowered chaos. They both suck. And yet, anything that's not employing expedience will just lose ecause it's so much less powerful.
