The Biggest Barrier to Charter Cities?
The countries that are most open to trying something like a charter city are not the most stable. Honduras was the murder capital of the world for a long time, but I don't think it's too far off. Uruguay is an example where people can see they could be more wealthy and have better quality of life. And so I think a country like that would be a really good place to target building something like this.
