The Monopoly Is Inherently Dishonest
In a free market there's the competition, right? That would actually induce honesty. The individual bureaucrat is more likely to take a bribe, violate the contract, technically, with th taxpayers. And this is why monopolists are inherently dishonest. A licensing just being one of the most grievous ones.
