Is the United Nations Compensation Scheme Justified?

In one of the chapters, i look very closely at the united nations compensation scheme that was in enforced, forced on nira. I show that according to my model, it's very unlikely that the vast majority of eracke citizens were intentional participants on the state. So i don't think the scheme as it was constructed was justified. And then i offer a range of solutions, or of alternatives, that the designers of the scheme might have used a instead to generate the compensation for the victims.
