A black hole is nothing more or less than a region of spacetime. It's not a thing with stuff with matter, right? The black hole right up to the event horizon and even past the event horizon can be essentially empty spacetime. To ask what it means for a black hole to be spinning is perfectly 100% fair. What does it mean? Well, it means that the black hole has angular momentum.
