Dogs in the Jail

I drove my own party completely out of their mind when I was in the legislature. They couldn't wait for me to leave because I was always coming up the latest, greatest solution to something. Still, I'm bad about 95% on that, which in a jail world, not too shabby. So we have some wildly cool programs involving dogs. And I'd been wanting to do it for years, and I kept being told by my staff that it couldn't be done.
