Recep Tayyip Erdogan's record as mayor of Istanbul in the 1990s was mixed. He helped modernize the city, but was later sent to prison for reading a religious text in public. After prison, Erdogan formed his own political party and argued that he will be an example of how Islam can be compatible with contemporary democracies. In 2003, Erdogan became prime minister, and in his first decade in charge, he was seen as a modernizer.
