The Hispanic population of Texas had grown at a rate of 42% in that decade, and the African American population had grown by 22%. So, officially, that makes Texas now a majority minority state. At the same time, the population of white residents in Texas only grew by like 4%. Without the growth in the minority population, Texas would not have received like a single new congressional district.
