Is There a Constructed Language?

My dream Constructed language is one that has all of these design points a minimal phonology so that everybody can participate A non-significant stress because no one agrees on what stress sounds like. And I love the idea of spoken punctuation so that we know we don't convey meaning by how long we pause Why? Simply because I had a friend years and years ago for whom the appropriate pause time was approximately four seconds.
