Do You Think There's a Trade-Off Between the Two?
We need to increase our resources devoted to defense. We need to continue to press our allies do the same. And we need to work closely together, so there's a division of labor. High intensity conventional conflict eats up munitions at an extraordinary rate. Our planning has been based on the assumption that a conflict would be over relatively quickly. I'm thinking here of a contingency involving china and tian. That's not something we've thought seriously about for decades.
