The Importance of Impunity at Davos

I think that we need more effective global conversation, not less. The hard thing is actually how to manage a world where interdependence is increasing risk. As the title of this year's Davos says, cooperation is insufficient. I've been thinking about this partly driven by my experience running in NGO. When your own aid workers get killed by a Russian missile in northwest Syria, two aid workers driving an ambulance, that's impunity.
