If you're actively managing a poor performer, is do daily stand ups to make sure the two of you are constantly on the same page and communication is clear. And then dedicate your weekly one on ones with them to tackling just this problem, which is the biggest blocker. If it isn't unblocked, they're not going to have a job any more.
