The Three Waves of Exile
The Babylonians are going to come down and bring the people of Israel into exile in three waves. We know that this is going to happen, because Isaiah pre-exile and Ezekiel post-exile. In verse 25, in chapter 42, it talks about the one who will come from the north. And so that also could be in verse 25. Maybe this could be an epic anezer. Also another thought could be Cyrus, the king of Persia, who is going to free his people Israel from exile in Babylon.
