The Importance of Purpose
Stalin is well aware that his policies are divisive. He orchestrates their defeat at the 1930 party Congress. To consolidate his control, he doesn't call another Congress for four years. Stalin's assumption was that a lot of people were critical of him. So you got this general tendency to become more repressive.
