What's the High Level Structure of Numbers?
Numbers 1 through 4 begins with a census. The tabernacle is meant to be not just a miniaturization of Eden, but a miniaturizing of Sinai. And so I think Israel is becoming its own military unit as it's preparing to leave Mount Sinai and move into the Promised Land.
