Scalia doesn't cite a lot in support of it at all. He says that the Supreme Court in the past has recognized that police officers have some discretion in these matters. And I think what he does is conflate the issue with whether they have discretion under this law, in this circumstance, to choose whether or not they feel like enforcing the restraining order.
