Is the Peltsman Effect Real?

Economist hypothesized that seat belts are not going to solve the problem of mortality. People have a base line level of risk that they're willing to undertake. And if you pass laws that reduce that risk, that just frees them up to take risks in other ways. The peltsman effect is rea, and you can see it in a tun of places. One study showed that when taxes on cigarettes were raised, instead of quitting, smokers just switched to cheaper cigarettes with even more tar. Another study found that when cyclists wore helmets, people drove closer to them.
