LeMay famously said that his plan for ending the Vietnam War was to bomb them back to the Stone Age. LeMay thought these were eminently usable weapons, says Peter Bergen. He set the tone for the next 20 years of Air Force and strategic air command culture. The more you talk about conventional forces, the more you convince General Lawrence Norstad that we're not going to use nuclear weapons if he thinks it's a horrible idea.
