Is It Illegal to Drink at Altitude?
Is it that in this particular state, it is illegal to drink at altitude and that altitude just happens to be roughly the height of the 20th row in the top deck. A gang robbed a van full of different bottles of spirits that were destined for use in pubs. Why did they find it very difficult to sell on the illicit goods without raising suspicions? So maybe it's got to do with the specifics of spirits that are sold to bars.
