When one has a child, that child is a good to that individual. But to say that other people's children constitute a social good, by what means? By what metric are you using? Am the good is something that is judged by one's personal values. You don't have the right to have children if you can't afford them. That's more cultural than governmental. And also question that needs to be addressed, which i have been talking about this over and over again: Are people responsible for the procreative choices they make?"
