What's the Point of View of Distopia?

The point of view that we're getting the world through is going to change what details about the world we get. So if you rewrote hunger games from the point of view of a middle class to upper class person living in the capital, it would be a completely different story. Every time you step out into his point of view, you get a very different view of the world. There's no right or wrong in terms of which perspective you decide to write about but that choice is going to drive your world building needs.
