Is It a Cartel or a Cartel?

There's a huge controversy among economists about whether it really is a cartel. And i don't know enough to say, and i think most people, most energy economists, don't know tsay. Whether it's a cartel or just a bunch of countries that have decided to cut output, the point is that it's its supply and demand that drives prices. So if supply is lower, all other things equal, if supply falls, all other thing equal, prices will go up. Now what i would say is the way to have us, have prices be a little lower is to allow oil production in t e united states - which adds to world supply.
