The US Senate Isn't Omnipotent
The US Senate is one of the many means by which the American federal system is defended. The states enjoy generalized police powers not enumerated powers and as such a simple majority should do. I don't particularly mind if a state wants to arrange itself differently but I can't really see why it would unless the aim is to hamstring the population centers in favor of rural areas. Unlike the US Senate if that system disappeared in most states it wouldn't matter enormously.
