How applicable is the localized bargaining framework that you created to look at high speed railway? Can I use this to understand other major infrastructure projects like roadways, dams? How far can I take this framework and apply it in understanding bureaucratic politics in China? Sure. So we're seeing a lot of China's oversea infrastructure. State-owned enterprises are doing the constructions. But why state-owned enterprises end up having all these projects?
