The Downsides of a Public, National Investigation
In an economic crime case, you're dealing with people who think of themselves as reputable to say they did something wrong. But there isn't the probrium of having to stand up in court and say I did something wrong because they know they did stuff that's wrong. So it's really a question of how much proof does the government have and then how much can they really impress on these people.
