Is There a Fair Tax?

GOP plan would get rid of all individual income and payroll taxes, corporate taxes, excise tax, estate taxes, cap and gains and dividends. The proposal is to replace everything with a 23% national sales tax rate. David Frum: I don't think it's going anywhere, but give me your reactions.
