The Non-Plyforation Treaty would not have been seen as necessary if it weren't for the fact that so many countries were nearing the threshold to acquire these weapons. The Vietnam War is partly what opens up this opportunity, but also limited the final scope of the treaty. U.S.-led liberal world order cemented through security assurances and military alliances was pushed over the finish line by America's economic and technological preeminence.
