What Is and Isn't Fly Fishing?

There are some state by state regulated waters that are fly fishing only. Pennsylvania's regulation states that fly fishing is an angling method that uses a lightweight lure called an artificial fly to catch fish. But like you can poke a lot of holes in that, right? And that's not particularly enforced. To me, it's honestly much more elegant and there's more finesse with fishing streamers on the mono rig because I'm dealing with weight at the end.
