In almost every industry that we could find, virtually every government today will tell you that they're operating in the red increasingly. Cirque du Soleil realized it wouldn't be a good idea to compete with large established circuses such as Ringling Brothers and Barnum and Bailey. The pursuit of blue oceans often means creating a product that is both better in the eyes of the consumer and cheaper. At the same time, lower cost from carving out a big new market can mean higher profits for the producer.
