Philip Klein: Some of the most important constraints on presidential power have been shaped in the form of norms of civil military relations observed from george washington to morocco bama. We had an amateur military that served in war time, and then a very small military estimate that existed between wars. And we didn't hav a large standing military until the second world war. At the height of that war, we had 16 million men and women serving in uniform. It's this permanent standing military that creates the landscape for civil military relations.
