The Darwinian Idea of Materialism

Many people interpret panpsychism dualistically. They think that the idea is that the electron has its physical properties like mass spin and charge, and then also these magical consciousness properties. But that's just a misunderstanding of the theory, right? The theory is that there is a layer of reality underneath physics, underneath the mathematical structures of physics. And similarly for the fundamental consciousness we're talking about, is it a deeper level, at least in the sense that it underlies the mathematical structure of physics?
