Is the State Incompetent or Negligent or Malphesant?

There are situations where people need to do things because state is not capable of acting in a timely or efficient or competent manner. The government was not capable of investigating the fbi. There was no judge that was going to approve a search warrant of the f b i's files. In principle, the condition was met for somebody needs to take action here. And you could say, are these the right people? Did they do it in the right way?
