Is Cybernetics and Structuralism Apolitical?

I've been really fascinated by these pre histories of cybernetics that unfold in colonies, asylum and so on. This is a kind of way of telling a different political history than we've traditionally gotten of cybernetICS. So I'm interested in how these kind of formalist systems oriented thinking can, in some cases, mask political problems because they kind of present political problems almost as formal problems. There's a long war between nation states as the place where you get kind of new technological systems.
