Diocletian's Proliferation of New Provinces Meaned That Governors Had Less to Worry About
The collection of taxes, the administration of justice and the maintenance of the infa structure had been more or less abandoned as the crisis years wore on. Diocletian didn't want to just set things back to the way they had been. He wanted to make the whole operation better. The romans found that their empire now contained over a hundred provinces.
