If i understood those quotations correctly, you saying you can only do it rationally. You can't make a kind of emotional plea, a rhetorical plea, against something you disagree with. But as long as you use reason, your ok to say whatever you want, up to the point of destroying the state. There's always that ambiguity in a persuade or obey doctrine. And spinoza here seems to be offering us a persuade and obey doctrine.
