HHS Oversight of Gain of Function Research of Concern

In 2014, the government put in place a moratorium on federal funding for gain of function research. This was defined as research activities reasonably anticipated to increase transmissibility or pathogenicity of influenza, SARS, or MERS viruses. Dr. Ebride: The pause has been lifted and replaced by an HHS policy that requires risk-benefit assessment before awarding funds. He says compliance with the decision from the risk benefit assessment must be mandated, monitored, and enforced.
