Every hierarchical society depends on having an endless supply of flunkeys. They tend to have all kinds of titles, but what they are are the servants, the lackeys, the toadies and flunkeys of the very rich. The usual way of doing i is to establish some kind of educational system that works as a filter because they think you do not want the thing you absolutely do not want. And in the united states, that's done by the universities, and especially by the top level universitiesof things like the ivy leage on.
