Trump managed not only to avoid criminal charges, but also to take on minimal political damage thanks to Justice Department bosses who forced prosecutors to remove crucial information from their public legal filings. But as much as the institutional deck is stacked in favor of powerful, wealthy, famous people, all is not lost. If we understand how bosses exploit systemic vulnerabilities, then we can meaningfully call upon the people who make the big decisions and pursue justice.
