What Is Waving in a Vacuum?
Light is a self-staining self-propagating combination of electric fields and magnetic fields. The electric field oscillates oriented in one direction, which we might call the x direction. Magnetic fields oscillate perpendicular to that in what we might calls the y direction. Then the wave itself will travel in the z direction. And this is now understood today as providing the description of what light is.
