What's the Classical Approach to Oligarchy?

The administrative state in the classical tradition is what I'm talking about. It's this mercenary regime, right? Like they build, there is an anonymous, impersonal, not based on friendship, but based on bureaucracy. The move into the bureaucracy is the move into isolating the people who populate it from the ends of each other. And to just push forward into tyranny to push forward- It's the follower word.
