Magic Eraser uses more machine learning models that run on device. Models were trained to understand what the likely subjects of a photo are and then who or what might be in the background that you might want to remove. And based on learning from the training data, it'll fill in the background and predict what the pixels would look like if the distraction wasn't actually there.
