The utilitarian strategy for making the world a better place is to go around trying to convince people of particular kinds of moral arguments. The way this works is by going from person to person individually and trying to persuade them of moral arguments and to change their behavior on the basis of those arguments. But if you don't touch this stuff, there's a limit to what you're going to be able to accomplish by going around and persuading people.
