Kishe, the prime minister in 19 forty one, is forced to resign on accusations of being communists. He then goes back to work and merges every single japanese agency into a national defense state. This really pisses off the big business people because they're like, oh, way, holln, what do you mean? Everything's run by the state now. And so he spends the war just sort of, like, shuffling ministries around.
