How to Write the Foundational Code Before You Can Write the Business Logic

There was no one stop shop where teams could get all the required tools and services they needed. Each request took several days given each team's respective SLAs. Teams had to write foundational code or boilerplate code for cross-cutting concerns pretty much from scratch. It used to take multiple sprints to write all the boilerplate code before being able to focus on what actually matters, the business requirements.
