Are You Seeing More Body Armor?

I've always wondered this, why was the virginia tex shooter, which is one of the five worst mass killings, and the one in the last 15 years, without an a or 15? Why was he able to kill so many people with a hand gun? Was there something specific about that i don't actually know the details of. I try to stay away from the actual shooting itself and kind of the police response. But i think sometimes when it's kind of the first mash shooting of its kind, and people aren't prepared and don't know how to respond. That discussion is rea critical at the policy level right now.
