Bentham was going in for an entirely secular philosophy. Many religious believers thought that utilitarianism conflicted with various rules laid down in the Bible. They therefore thought that acts are right or wrong depending on whether those particular acts produce more utility than the alternatives. But Bentham disagreed with that because, for instance, it could require stealing. Maybe even the killing of innocent people.
