Dan Immergluck: From 1990 to 2019, the city went from being more than two thirds black, 67% black, to less than half black. He says it was a heavily planned and incentivized process by starting with this concerted effort around the Olympics in the 90s that really involved a lot of displacement. "It wasn't just ... organic gentrification process," he says.
