The Government's Reluctantness to Support Individuals
The government is reluctant to support individuals in particular and any kind of organization that is seen as particularly elitist. The BBC singers, for example, classical music choir, was basically asked and then quickly revived once it was realized that was a bad thing. And similarly with English National Opera, which was basically told to leave London. Because it's not necessarily nurturing talent outside London at all. It's just forcing people to spend a lot of money doing something for the sake of it, rather than actually awarding it on the basis of quality.
