Pope Pius IX issued a proclamation trying to pump the brakes rather than put his foot on the gas. King Charles Albert of Piedmont Sardinia faced a major dilemma. He did not believe in constitutions, but now all those liberals and his own dominions were looking at him expectantly. But he was finally forced to conclude that denying a constitution would simply alienate too many critical allies.
