Is There Any Chance That a Foreign Missile Could Have Been Intercepted in the Air?

Questions can be raised about the standard operating procedure, which did not allow for shooting of a foreign missile and allowed it to land into san. And i'm sure there are going to be questions on the parki sanny side as well why it was not intercepted. In my mind, a single missile coming in should have been intercepted.
